GovHorizon, the AI-powered governance platform co-founded by former secretary of state for justice Pedro Tavares, has raised €292,000 to help companies in regulated sectors anticipate economic, social, and political scenarios. 

The company also estimates it could secure around €1 million through funding applications, and is separately preparing a funding round to support expansion across Europe and Brazil, as exclusively reported by ECO/eRadar.

The company targets sectors such as finance, telecommunications, health, energy, public administration, defense, and space, in both the public and private sectors, where regulatory developments have a direct impact on operations.

150,000 daily sources

According to Tavares, CEO of GovHorizon – who launched GovHorizon alongside Isabel Rosa (CTO), Guido Santos (COO), Luís Pinto, and Sérgio Pereira last year – the goal is to help organizations “navigate this uncertain horizon that we live in today.” 

The platform processes more than 150,000 daily sources from global entities, combining curated external data – including macroeconomic indicators, social and migratory trends, geopolitical developments, patents, and legislation – with internal company systems.

By correlating these datasets, it enables organizations to identify risks, generate economic, social, and political scenarios, develop multidimensional action plans, and identify international funding opportunities.

Early demand in defense and space

GovHorizon operates across highly regulated industries, offering four suites – strategy, market intelligence, compliance, and competitiveness – tailored to each sector and sold through annual licenses. 

The company highlights defense and space as “critical areas in the current context,” pointing to a large number of patent applications in dual-use technologies submitted daily in defense.

“The area of defense and space is, in fact, one of the sectors that has really had strong interest,” says Tavares, citing demand for tools that track geopolitical developments, innovation, and funding opportunities across countries. 

The startup already has clients in defense and space and says it is closing a first batch of customers, which it describes as relatively large companies. The clients’ names have not been disclosed.

GovHorizon expects to attract around 300 customers within three years and reach between €3 million and €4 million in annual revenue. 

By the end of the first half of the year, it aims to have a “considerable number of customers” both in Portugal and internationally, particularly in Belgium, the Netherlands, and France, where it is already active.

Funding and expansion plans

Out of the €292,000 raised so far, €100,000 came from a funding round with the participation of TALEBOX and €192,000 through the AI in SMEs Line, part of Portugal’s Recovery and Resilience Plan. 

The company has also applied for funding through the Compete 2030 SME internationalization program and Horizon Europe, which, if approved, could bring in around €1 million.

At the same time, GovHorizon is preparing a larger funding round focused on international expansion, which it aims to complete in the first half of the year. The amount was not disclosed.

The company plans to launch a smaller, online subscription version of its platform by the end of the year aimed at small and medium-sized enterprises, with the goal of “democratizing” access to strategic anticipation tools.

GovHorizon currently employs around eight people and, after operating from Leiria, is opening a second office this week at the AIhub of Unicorn Factory Lisboa in Alvalade.
